What’s the role 

The Maintenance Supervisor is accountable for providing safe, compliant, and reliable maintenance and operational support at terminal level, in line with Shell internal standards, Operational Excellence (OE), and external regulatory requirements.

The role provides maintenance leadership, operational coverage, and project interface oversight, supporting the Terminal Manager to maintain Terminal In Control (TiC), asset integrity, and continuity of operations—particularly during manpower shortages, operational upsets, and project execution phases.

What you’ll be doing 

1. Safety, Health, Security & Environment (HSSE)

  • Demonstrate strong and visible HSSE leadership at all times.

  • Ensure full compliance with Shell Life Saving Rules, Operational Excellence requirements, and applicable legal and regulatory standards.

  • Act as incident commander or first line response leader during operational upsets and emergency situations.

  • Participate as a member of the Firefighting, Emergency Response, and Oil Spill Response teams, including required training and drills.

  • Participate in HSSE meetings and ensure accuracy, integrity, and currency of HSSE documentation.

  • Promote a proactive safety culture and intervene when unsafe acts or conditions are observed.

  • Ensure effective implementation of Permit to Work (PTW), isolations, and operational risk assessments.

  • Hold and maintain required HSSE certifications, including Lead Permit Issuer (LPI), Management of Change (MOC) competency, Authorized Gas Tester (AGT) – DOSH, Safety Coordinator – DOSH

2. Operational Delivery

  • Conduct all activities in line with Shell’s Statement of General Business Principles.

  • Support the Terminal Manager in implementing the Business Controls Framework, ensuring adherence to Shell policies, standards, and procedures.

  • Backup Terminal Manager or TOS.

  • Support achievement of terminal KPIs, including timely preparation and submission of performance and compliance reports.

  • Participate in and comply with Business Continuity Plans (BCP) and Disaster Recovery Plans (DRP) to minimize operational disruptions.

  • Support identification of key operational risks using the Shell Risk Assessment Matrix and assist in development of mitigation action plans.

  • Participate in terminal initiatives and programs across HSSE, Road Transport, Asset Management, GSAP, Finance, and People agenda.

  • Supervise day to day activities of operators, guards, TOAs, and contractors, including on the job coaching and training where required.

  • Ensure all terminal personnel are trained, authorized, competent, and compliant with assigned roles.

  • Support implementation and maintenance of Terminal & Supply Management Systems, including Terminal Operations Manual (TOM), Local Operating Procedures (LOPs), HSSE Management System, Emergency Response Plan and Oil Spill Contingency Plan, Asset Integrity and Process Safety systems, Support incident and near miss reporting, learning reviews, and close out of corrective actions.

  • Maintain Front Line Barrier Management (FLBM) competencies, including Asset Management System, Lead Permit Issuer, Emergency Response, Shore Officer

  • To become & maintain as a certified Shore Officer (loading master) which involves Coordinating with vessel representatives on loading/discharge plans, Ensuring Ship to Shore Safety Checklists (SSSCL) are completed and complied with, Verifying safe line ups, valve settings, grounding, bonding, and operational readiness, Ensuring use and availability of intrinsically safe communication equipment, Ensuring effective shift handovers and safe execution of marine operations, Acting as on site authority during ship loading/discharge operations involving external parties.

3. Maintenance & Projects delivery

  • Serve as site focal point supporting the Terminal Manager on maintenance execution, coordinating with Operations Maintenance Coordinator (OMC), Facility Engineer (FE), Contractors and service providers, Ensure compliance with DGAME 6 Pillars requirements across all maintenance activities, Provide oversight of maintenance planning and prioritization to ensure alignment with: Reliability & Integrity strategies, HSSE critical equipment requirements, Management of impaired Safety Critical Elements (SCEs), including mitigations and MOC follow up

  • Drive continuous improvement initiatives to enhance maintenance efficiency, asset reliability, and cost governance.

  • Accountable for maintenance management activities including (but not limited to): Routine maintenance, Gantry and terminal mechanical systems, Firefighting equipment, Tanks, jetties, pipelines, Electrical systems and pumps, PRV/TRV, hoses, and surveillance systems

  • Oversee day to day maintenance execution through GSAP PM or equivalent CMMS.

  • Collaborate with Engineering on integrated OPEX and CAPEX planning, scope, and schedules.

  • Support Engineering during CAPEX kickoff and execution, including: Acting as LPI where required, Supporting site scheduling and execution readiness

  • Provide technical and operational input during project development, including: HEMP reviews, Constructability assessments, Interface risk identification

  • Act as site focal point for project integration and handover, ensuring maintenance and operations readiness post completion.

  • Act as site focal point for Operations Technology (OT).

  • Verify and monitor execution of preventive maintenance programs, including: Tank Integrity Program (TIP), Jetty Integrity Program (JIP), Pipeline Integrity Program (PIP)

4. Coordination, , Contractor engagement

  • Work closely with Supply Planning, Maintenance, Scheduling, and Supply teams to ensure smooth terminal operations.

  • Support integrated planning for maintenance (IAPS) and operations, responding flexibly to changing priorities.

  • Communicate effectively with internal stakeholders and external parties, including contractors, inspectors, and authorities.

  • Coordinate work execution, shift handovers, and interfaces between internal and external parties.

  • Oversee contractors and service providers, ensuring compliance with Shell HSSE and operational standards.

  • Support contract compliance, performance monitoring, and issue resolution.

5. Safety Equipment, budget, and audit support

  • Support preparation and monitoring of maintenance OPEX and CAPEX budgets.

  • Participate in and support audits, inspections, and reviews.

  • Ensure HSSE critical equipment remains in safe, reliable, and compliant operating condition.

What you bring  

  • Minimum 5 years’ experience in terminal operations with preventive and corrective maintenance exposure.

  • Knowledge of DGAME and Shell project execution practices.

  • Completed FLBM AMS, Emergency Response (ER), and PTW training/certification.

  • Understanding of risk assessment, JHA, and JMS.

  • Familiarity with terminal assets and operating environments.

  • Preferably holds a Diploma in Engineering.

  • Shortlisted candidates will be required to complete a competency assessment for the role.

  • Loading Master / Ship Shore experience

  • AESP, AGT, Safety Coordinator, or DOE recognized certification

  • Experience in contractor and stakeholder management.

  • Demonstrated commercial mindset, including delivery of cost savings or cost avoidance.

  • Strong communication and interpersonal skills.

  • Resilient and adaptable in a dynamic operational environment.

  • Self-motivated with the ability to work independently and collaboratively.

  • Ability to build effective relationships across multi-disciplinary teams and external stakeholders.
